The word “blogging” has been used so often that many people (especially the ones who have not “blogged” yet) will find it confusing. We will refer to a blog simply as a website (a souped-up website that is actually a content management system).
I would consider only two choices for a blogging platform. These are free and hosted by them. They are Blogger via Blogspot (which is owned by Google) and also WordPress.com. I highly recommend setting up a free blog through both of these portals. Do it now.
